Law 154 of August 4, 2008, known as the Animal Welfare and Protection Act, is Puerto Rico's legal framework aimed at ensuring the well-being, safety, and protection of animals. Its primary goal is to prevent mistreatment and promote dignified treatment of animals, recognizing their importance as part of society. Penalties vary according to the violated article, severity, and consequences, ranging from 6 months and one day to 15 years of imprisonment and/or fines up to $25,000.

• Owners must ensure access to water, adequate food, veterinary care, safe shelter, and hygienic conditions for animals under their care.

• Providing care that prevents unnecessary suffering is mandatory.
   

Control and Management of Stray Animals:

• Promotes sterilization and adoption programs to control the overpopulation of stray animals.

• Prohibits the use of inhumane methods for population control.
   

Investigation and Penalties:

• Cases of mistreatment are investigated by relevant authorities, including the Puerto Rico Police and the Department of Health.

• Establishes fines and prison sentences for offenders, varying by the severity of the crime.

• Penalties may include up to 3 years of imprisonment, increasing if mistreatment results in the animal’s death.
   

Promotion of Education and Awareness:

• Encourages education on animal welfare in schools, communities, and public spaces to foster responsibility and respect for animals.
   

Protection of Animals Used in Entertainment or Labor:

• Regulates the treatment of animals in activities such as circuses, zoos, and public performances.

• Ensures animals used in labor-related activities receive dignified treatment and proper care.
   

Promotion of Adoption:

• Encourages the adoption of rescued animals instead of purchasing them, aiming to reduce overpopulation and offer a second chance to homeless animals.
